Project / barn find (about $200–$900)

Title/bill of sale story clear? No “I lost the title” shrugs.
Engine turns over with relative compression; no frozen brakes.
Budget for tires, fluids, carb clean, and cables before first ride.

Running classic (about $1,000–$2,500)

Starts with normal effort; idles without a fistful of throttle.
Clutch engages; chain/variator not screaming.
Lights/kill work; no active fuel leaks on tires.

Premium / restored (about $2,500+)

Recent service receipts help; matching frame/engine vibes.
Straight rims, decent tread, solid welds on racks.
Still do a compression + plug read before you pay.

Walk-around order (10 minutes)

Do this before you argue price. Bring a compression tester, flashlight, and gloves. Classic pedal mopeds only — if it is a CVT scooter with a plastic belly pan and no pedal lineage, walk (see moped vs scooter).

Paper: title or bill of sale story matches the VIN plate. “Lost title” without a plan is a discount or a hard no.
Frame: seat tube, down tube, shock mounts, rack welds — poke soft rust; look for cracked paint at stress points.
Engine turn: plug boot off, turn through compression; scrapes and locked brakes are walk-away signals on a “runner” price.
Oil story: premix smell in the tank (Puch/Tomos/etc.) vs Honda oil tank level + free pump cable.
Drive: chain slack and sprocket hooks (Tomos/Puch) or obvious variator cover abuse (Peugeot/Moby) — platform guides win on numbers.
Carb / fuel: no active fuel on the tire; tickler/float behavior sane; lines not crystalized.
Controls: throttle snaps shut; kill cuts spark; brakes actually bite.
Hot truth: if it runs, ride it — idle in the driveway lies about clutch slip and second gear.

Budget math after the handshake
